Many of the meanings ascribed to this verb in DJBA are bogus, belonging rather to the simple sense "to be present", while the meaning is in fact conveyed by the preposition or the nominal relations.
The pael means "to swear", "make a covenant" may be understood as separate denominatives from qyām "covenant".
