In JBA possibly used adjectivally, i.e. equivalent to mṣyˁy, but the sole supporting example from Qumran cited DJBA is almost certainly an error, given that the same text clearly uses מציעיא in the same context: QumNJ 554:1:2:7.) Note that DJBA does conflate the two forms. We suspect that all such usages are simply scribal errors.
